What I meant was "patched and not packaged (in Debian) autoconf version", thus not callable in debian/rules. Maybe somebody should package your autoconf version. BTW, both autoconf-2.52-20081225 and autoconf-2.52-20100320 fail to build in a UTF-8 locale.
