That is one of the strange aspects about teTeX-3.0. If you call updmap
as *any* user, it will update the map files in TEXMFVAR, which is
$HOME/.texmf-var/ by default. If you want to update the map files in
TEXMFSYSVAR, you have to call updmap-sys as root.
