Too bad, because they really are the same thing. The menu library in Xfce 4.6 doesn't support menu merging, so there's no way to display the Debian menu along the freedesktop menu anymore. You might be able to do some stuff (see http://wiki.xfce.org/howto/customize-menu) using the xdg-compliant Debian menu generated in /etc/xdg/menus when you have menu and menu-xdg installed.
