Unless the lines User www-data and Group www-data are added to apache2.conf 
trying to test configuration syntax or dump modules as root returns the above 
error.
It does not seem to be able to read the lines User ${APACHE_RUN_USER} and Group 
${APACHE_RUN_GROUP} that the default apache2.conf file contains.
