If your /var/cache/apt/archives/openssl-blacklist_0.4.2_all.deb file has an md5sum of 0445c134f025651b55fa7c683563f9c2 and a "dpkg -i /var/cache/apt/archives/openssl-blacklist_0.4.2_all.deb" is still failing, this would appear to be a dpkg bug. Why it's only happening for you, I'm not sure.
