Note that the haskell platform specifies version 2.2.3.0 for OpenGL, so this is the „standard“ stable version that we want in Debian. Unless there are strong reasons for it, we will not put more than one version of a library in Debian. Also, the 2.4.0.0 series of OpenGL splits out a lot of very minor modules (ObjectName, StateVar) which causes quite some work for the Debian maintainers, therefore I’m not very eager to tackle this version. I assume you know that you can always use cabal-install to use the newer version for your projects.
