Sorry, we are still discussing merging /usr/include/ctapi.h, which is currently provided by multiple packages, and shouldn't be. If you want to, you can go ahead with the NMU, but I cannot upload a new version with a non-NMU version number because ctapi-dev has a versioned Replaces.
