Unless your package will build on "all" python versions (i.e. whatever version of python might still be lying around on the machine it's being installed on), it *does* need either pyversions or XS-P-V. For example, there were quite a few packages [0] missing both pyversions and XS-P-V that wouldn't byte-compile when python2.4 was still installed, (i.e. after an upgrade) leading to errors whenever the python-support hook is run.
