If the dep-wait you had in mind was to ensure that the binNMUed flightgear was built against the binNMUed simgear then I'd still add it; at worst, it's redundant. I'll also note that flightgear 1.9.1 FTBFS on armel and openscenegraph is itself unbuildable (and therefore out-of-date) on s390 due to coin3/s390 not correctly appearing in the Packages files.
