There is no bigger problem with aptitude:

The following packages will be upgraded:
    ipsec-tools [1:0.7.3-6 -> 1:0.7.3-7]
    racoon [1:0.7.3-6 -> 1:0.7.3-7]
    ...

It looks that it is problem with apt.
