Hi,

Applications using enchant list Turkish as available dictionary for spell 
checking,
regardless if any Turkish dictionary is installed or not.

Ubuntu have included a patch[0] which lists Turkish only if a zemberek server is
installed and available, which seems to be the right choice.
This patch was applied in 1.5.0-0ubuntu2[1].

Please add this patch to the Debian package as well. I can prepare an diff 
against
the current version in sid if it helps.
