In Section 4.1 it is written

This wording is not ideal, since it implies that non-free and contrib
are part of Debian, which contradicts the introduction to Chapter 2 of
Debian policy (to be pedantic, version 3.8.4.0 of policy, although I
doubt this has changed recently).

I don't see an easy way around this without writing something along
the lines of what is in policy.
