Well it turns out for e.g., safe-upgrade,

-D affects "The following packages will be REMOVED:"
-W affects "The following packages will be upgraded:"
-D affects "The following packages are RECOMMENDED but will NOT be installed:"

Which is in contrast to what the man page's

       -D, --show-deps
           For commands that will install or remove packages (install, 
full-upgrade, etc), show brief
           explanations of automatic installations and removals.
