Another iscan maintainer here. I am currently looking into this issue.

I purged iscan, but the problem remained.
I purged iscan-data, too. Now, finally, it was possible to upgrade initramfs-
tools successfully.

Starting with iscan 2.25 we've moved bits of the iscan package to a new package, iscan-data. This was done for various reasons, mostly to do with ease of maintenance. The initramfs hook was moved to the new iscan-data package.

Since iscan depends on iscan-data, both will need to be uninstalled in order to be able to successfully upgrade mkinitramfs-tools. People with iscan 2.24 or older installed, which does not use iscan-data will just need to uninstall iscan.
