The user tweakable settings found in /etc/init.d/cpufrequtils

CPUFREQ_OPTIONS=""
ENABLE="true"
GOVERNOR="ondemand"
MAX_SPEED="0"
MIN_SPEED="0" 

and in /etc/init.d/loadcpufreq

ENABLE="true"

would be more appropriate in an /etc/defaults/cpufrequtils file that is sourced 
by the init script.
