Bug#580445: apache2 -t run from a bash prompt returns "apache2: bad user name ${APACHE_RUN_USER}

Use "apache2ctl -t" instead. This is documented in README.Debian and 
the apache2 man page (though maybe it could be in a more prominent 
place in README.Debian).
