If '/sbin/shorewall status' is run not as root, an incorrect status is
reported. Eg 'stopped' when actually it is started.

Expected behaviour would be to report correct status or fail gracefully with
a 'You must run this as root' message.

Correct status would be preferred, so that this information can be gathered
by a non-privileged user.
