Mailman doesn't require Apache, it should work with any web server providing a CGI interface (ie almost all of them). I have personally used it with both lighttpd and thttpd, which work perfectly. I believe the existing package should actually work as it is without a web server installed. All that would be required to allow it do so is to relax the dependency on httpd a little.
