Erm, I'm not quite sure where you're getting this impression from :)
On my testing system:

So, uhm, it is there in 1:1.19-1+2010j :)  I just verified that, too, by
downloading
http://debian.spnet.net/debian/pool/main/libd/libdatetime-timezone-perl/libdatetime-timezone-perl_1.19-1+2010j_all.deb
(okay, so it's a local, Bulgarian, mirror of Debian, but you get the idea :)
and the /usr/share/perl5/DateTime/TimeZone/Catalog.pm is present in the
.deb as verified by "dpkg --fsys-tarfile *.deb | tar -tf -"

Can you show us the output of:

  apt-cache policy libdatetime-timezone-perl
  dpkg -S usr/share/perl5/DateTime/TimeZone/Catalog.pm
  ls -l /usr/share/perl5/DateTime/TimeZone/Catalog.pm

...on your system?
