Hi,

If the interface specified in the config file is not in state RUNNING radvd 
refuses to start. This is very annoying and requires some hacks at the 
ifupdown level to make sure radvd is running.

I don't know why radvd requires RUNNING instead of just UP, since the 
interface only gets to RUNNING if there's something on the other end of the 
interface.

Would be great if radvd could be started anyway and just wait for the 
interface to be in RUNNING state.
