I'm not sure that's a good idea, checkrestart looks for services that need
to be restarted. If they are started then certainly the policy should 
be configured to enable it, but there might be the case when the policy 
does *not* allow the service but some admin started it anyway (manually).

Since we are talking about restarting services I believe it should point to
init.d in any case.
