This patch appears to have no relevance whatsoever. It's probably
harmless, but that's no excuse.

It looks like we've been carrying around this patch since:

request-tracker3 (3.0.7+01-3) unstable; urgency=low

  * Split out rt3-clients package (contains mailgate and command-line tool).
    Closes: #206176.
  * Added a little fix to /usr/bin/rt so it could parse the output from REST.
  * Fix up acl.mysql to stop it trying to configure ACLs for the database. We
    make our users do this the hard way :>
  * Edit INSTALL.Debian to improve MySQL install instructions.

No bug report, sadly. But I guess there was a bug in the REST
interface which was fixed.

I suppose this is almost certainly nonsense nowadays. I'll file a
bug at our end to remove the patch after the release.
