Andrew, i totaly misunderstood your bug-report. Here is what i got:
In previous versions (like yours 1:0.7.1-1.5) racoon had no stop-link in the runlevels 0 and 6 (halt and reboot) so that was triggering sendsigs to kill the remaining processes. Since 1:0.7.3-1 there are also links in runlevel 0 and 6 for killing racoon. Could you please try to verify this like using the version from testing and see if your nfs-share is unmounted cleanly?
