Downgrading to normal since there's another way to do the same thing,
and that works with both Emacs 22 and Emacs 23: using a nxml-mode-hook
to modify rng-schema-locating-files. I've not tested this extensively,
though. And it is still annoying that an upgrade breaks the user
configuration.

The problem seems to be that there is no longer a 60nxml-mode.el run
from site-start.d, so that rng-schema-locating-files-default doesn't
exist when the .emacs is evaluated.

Note: configuring rng-schema-locating-files-default from the Emacs
interface somewhat works, but with this way, it is not possible
to append files to the default rng-schema-locating-files-default
(something that one may need if one wants to use the same .emacs
on different machines).
