With these scripts helpfully redirecting output away and ignoring
failure from other commands it's not easy to see what's going wrong
here, but anyway.
First issue is refman.log is getting spammed about a bunch of font
errors. Installing texlive-fonts-recommended fixes that, but the build
still fails. It turns out refman.tex is missing a \end{document},
because of the sed trickery in doxygen/format_api.sh, which I guess
assumes a different version of doxygen and thus screws things up.
