There are some known issues for section titles with debiandoc-sgml when
some tags are used.

I should have duped Bug#562325 when closing it for maint-guide.

The bug and stop-gap resolution is summarized as follows:

   Basically, do not use tags in French. (Sorry!)

Not all of DDP are packaged.  I think maint-guide and debian-faq,
harden-doc and few other package documentation are the casualities.

(I have moved debian-reference to xml except for some translations which
will be removed in wheezy.)
