When using daptup on a system where the locales are not exactly the same
as used in the apt crontab entry the file new-before and new-after
differ mostly in the absence or other language of the description. So in
the nightly cron there is many differences.

Isn't it possible to just ignore the description (everything after the
'-') when checking for new and removed packages?
