During DebConf I've discussed the way clamav can be maintained in
Debian with the release team and we came to the following conclusion:
clamav will remain in the archive, but since it's volatile (requiring
ABI bumps and thus changes to depending packages within a stable
release) we need to minimise the reverse dependies.
As such, php-clamav should be removed from the archive.
