it is a simple matter of defaults.

Ubuntu defaults to NBD, and thus doesn't require NFS, and NFS support requires
manual configuration and is less well tested on Ubuntu, simply because it is
not the default.

Debian defaults to NFS, and NBD is less tested and requires more manual
configuration. (interestingly enough, Debian LTSP supports more options for NBD
root than Ubuntu)
