I do not know why that is like that.  See here, for example:
http://packages.debian.org/squeeze/all/shorewall-common/filelist

In any event, 'apt-get remove --purge shorewall-common' will fix the
problem.  The shorewall-common package became a transitional package a
while back (with the first upstream release that dropped Shorewall-shell
entirely).
