Hi,

Please have a look at

http://bugs.debian.org/320610

Libsane people resolved their bug by waiting for the /proc entry to
appear before adding permissions. But I'd say it is should be
usb.agent's responsibility to ensure that... (else all hooks will need
to add such waiting loop).
