Description says:
        This package is an empty dummy package that always depends on a package
        built for Debian's default Python version.

But the package is not empty and it doesn't depend on python2.3-empy.
On the contrary, python2.{3,4}-empy depend on python-empy though they don't
seem to use anything contained in this package.
