Please remove the icu28 source package and two of the three binary packages: libicu28 and libicu28-dev from the archive. Please take care NOT to remove icu-doc as the authoritative version of this package is now created by icu. (See RC bug 317558 for details.) The icu28 package no longer has any reverse dependencies and has been superseded by the icu package which is now at a current version. I am sending this as the maintainer of icu and cc'ing blade, the maintainer of icu28 so that he can give his approval as the actual maintainer of the package.
