This cannot be implemented as common-line option, as the files are placed at
their final decision when they come in, thus it is a property of (at
least a given distribution). Also I fear such changed could be a bit
complicated to get implemented quickly.

And quick hack to get a layout like this is to
create such a layout and giving reprepro different
basedirs where the directories reprepro wants
are symlinks to the places where you want them.

For this normaly use additional components, like 

pool/
        main/
                woody/
                sarge/
                etch/
                sid/
        contrib/
                woody/
                sarge/
                etch/
                sid/
        non-free/
                woody/
                sarge/
                etch/
                sid/
        undistributable/
                woody/
                sarge/

This has also the advantage of only having to specify permissions for
one directory, even when having them for multiple distributions.
