Sometimes ping ceases to work (It outputs only the following and waits 
indefinitely.)

$ ping 192.186.0.1
PING 192.186.0.1 (192.186.0.1) 56(84) bytes of data.

but if started as the root it works.

My PC is Ethernet connected to a wireless router, which is wirelessly connected 
to an other router (one having 192.186.0.1 IP), which is connected to a modem.

Sometimes ping does not work under root, too (despite the browser can connect 
to Internet).
