sorry for the late answer. When I received this bug report, I thought
it was quite clear, but it isn't.

pg_ctlcluster already sanitizes $PATH to
/sbin:/bin:/usr/sbin:/usr/bin, so I wonder what perl is complaining
about. Can you still reproduce this problem? If so, can you please
give me the output of

  ls -ld /sbin /bin /usr/sbin /usr/bin

? Could it be possible that one of these was accidentally world
writable?
