For specifying startup arguments the file /etc/default/cfengine3 uses the 
follow variables:
CFMONITORD_OPTS
CFSERVERD_OPTS
CFEXECD_OPTS

However, the init script /etc/init.d/cfengine3 looks for the variables:
$CFMONITORD_ARGS
$CFSERVERD_ARGS
$CFEXECD_ARGS

When changing the variables in /etc/default/cfengine3 things work as expected.
