Well, the decision is up to you for sure...but please remember that
Debian already has too much annoying notes shown to users, so handle
with care..

NEWS.Debian is good for such warnings as it is shown to users of
apt-listchanges, for instance.

The call is up to you anyway....and I hope you didn't use a priority
higher than normal for the note...:-)
