I don't know much Python so I can't really help, but given the lack of response to this issue, there must not be a lot of people using Python 2.7 except in Gentoo and Ubuntu. I do note in passing that Subversion explicitly does _not_ support Python 3, nor do we have any plans to support it. Good catch. On the other hand, I've sort of been planning to remove svn-make-config entirely, doing its job a different way. I'll probably just do that for the next upload.
