Dumpkeys from console-tools doesn't do this. I suppose this bug can be

Yup, that is (or, hopefully, was) a kbd thing, and it looks very much
like #600006. I uploaded a fix just yesterday; could you confirm that
the problem goes away with 1.15.2-2 in sid?
