Package: debhelper
Version: 8.0.0
Severity: normal

I have a personal .modulebuildrc file:

$ cat /home/leo/.modulebuildrc
install install_base=~

This leads to annoying build failures such as:

W: libfoo-bar-perl: file-in-unusual-dir home/leo/lib/perl5/Foo/Bar.pm
W: libfoo-bar-perl: file-in-unusual-dir home/leo/man/man3/Foo::Bar.3pm

I ran into this once before, and advocated the setting of
MODULEBUILDRC="/dev/null" in the environment while it was running. That fixed
it for a while, though I am not sure what the current regression is caused by.
