To justify my point following up our IRC conversation, I think that nobody will use gitpkg / git-debimport without devscripts installed anyway. Yes, I know it already suggests it, but I didn't know that it is needed for git-debimport in advance, so I didn't pay attention to it. And most users probably won't to it either.
