I think that we should just leave it unset. The package will not fail to 
install although, the daemon will
fail to start. When running non-interactively I would expect preseeding to be 
used, where the debconf
values can be set ahead of time. 

The README.Debian still contains information about setting a password at the 
top. The daemon failing to 
start which required setting the admin password manually was the behavior of 
the 3.x packages. I do not
think that it will hurt to do this in the case a password can not be retrieved 
from the user.
