Thanks for your comments. We already filed bugs on tasksel and localization-config to improve support for Hebrew out of the box for normal Debian install.
We also do some other changes that might be outside the scope of those and allow users who prefer to have an English menuing still have Hebrew support for input/output. The debian-hebrew package will also make it easier for a user to have all Hebrew related packages installed and will update with time as opposed to the tasksel selection of packages that is only effective on installation. Regarding the name, we'll need to think about it. The current name is in line with sub-projects, like debian-edu and such. Though maybe for our needs user-hebrew is relevant as well.
