i can confirm this bug too, since i have tested the exact same setup like Radek 
!
further tests and investigations lead me to these facts ...

- in addtion to the dir_group() option the dir_user() is also affected and 
ignored
  but the dir_perm() option still works properly !

- it doesnt matter if you enter the raw values or in backticks ('adm') or in quotes ("adm") or
  even if you write down the userid or groupid in digits

- it doesnt matter if you declare the options globaly or locally as an option within a destination-file-block

- the bug was introduced after version 3.1.1-3 since this was the last installable version i could find
that wasnt affected by the bug

if you need a working dir_group() feature you can manually install the package from lenny-backports
http://packages.debian.org/lenny-backports/syslog-ng
