Some more investigation with powerpc images which have been produced by 
genisoimage reveals that install directory is unpacked just fine:

$ bsdtar xf debian-squeeze-di-rc2-powerpc-CD-1.iso
$ ls install/
boot.msg  ofboot.b  pegasos  powerpc  powerpc64  yaboot  yaboot.conf

$ find install
install
install/yaboot.conf
install/ofboot.b
install/powerpc
install/powerpc/vmlinux
install/powerpc/vmlinuz-chrp.initrd
install/powerpc/initrd.gz
install/yaboot
install/boot.msg
install/pegasos
install/powerpc64
install/powerpc64/vmlinux
install/powerpc64/vmlinuz-chrp.initrd
install/powerpc64/initrd.gz

$ cat /mnt/test/.disk/mkisofs 
/home/debian-cd/build/debian-cd/../genisoimage  ...
