There's not much to discuss. Services start following an order that fits most of the users. But not all. In those cases, humans are required to make changes to the system in order to suit their needs. It seems that maraDNS needs to start after Openvpn if it wishes to use the TUN/TAP interface. Then the system administrator should ajust his system to make this happen. No more, no less. It's not a bug in OpenVPN that maraDNS behaves this way (bind starts using a new network interface when it pops up). But that's just a feature. So either this bug should be a wishlist, or not at all. And in any case, it's not openvpn's bug. IMHO the best solution was already given by Ansgar Burchardt.
