The manpage for reprepro has:

       --export=never
              No index files are exported. You will have to call export later.
              Note  that  you  most  likely additionally need the 
--keepunreferencedfiles
              option, if you do want some of the files pointed to by the 
untouched  index
              files to vanish.

The last clause in the context of the last sentence only makes sense if it is 
negated, e.g.

       --export=never

Assuming that some bizarre semantics does not hold for --keepunreferencedfiles.
