Everything required (the font and the keymap) is copied in 
/etc/console-setup/. In result:

1. If you don't change the configuration of console-setup 
(keyboard-configuration), files in /usr are not required. 

2. If you use dpkg-reconfigure to reconfigure the package or you edit 
/etc/default/keyboard or /etc/default/console-setup by hand and you use 
setupcon to test your configuration, the files will be copied there as 
well and /usr will not be required.

3. If you change the configuration but never test it and immediately 
boot in single user mode and /usr is not mounted, then you will have 
qwerty layout.  This will be fixed after the first normal boot.
