It seems line 369 already does what was intended (the value of $htcdreamlayouts is "us it de"): 369 htcdream $htcdreamlayouts = %l(htcdream) I'll report this. For now my recommendation is to remove line 372 from /usr/share/X11/xkb/rules/base. It is related to the micro-keyboard of the HTC Dream mobile device which doesn't support Debian.
